countries:<\/p>\r\n<div class=\"table-scroll\">\r\n<table>\r\n      <thead>\r\n <tr>\r\n      <th scope=\"col\" style=\"width: 15%\">Country<\/th>\r\n        <th scope=\"col\">Policies and Developments<\/th>\r\n <\/tr>\r\n          <\/thead>\r\n      <tbody>\r\n        <tr>\r\n          <th scope=\"row\">Canada<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2020, Innovation, Science and Economic Development Canada announced its \u201cRoadmap for Open Science.\u201d<\/li>\r\n\t\t\t  <li>It recommended making federal science papers openly accessible by January 2022 and federal science publications (monographs, etc.) by January 2023 while respecting privacy, security, ethical considerations, and appropriate intellectual property protection.<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">France<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2018, the Ministry of Higher Education, Research and Innovation published a national plan for open science, implementing OA generalization, establishing funds, and storing data in the HAL repository.<\/li>\r\n\t\t\t  <li>In July 2021, it announced \u201cSecond National Plan for Open Science,\u201d targeting 100% OA by 2030.<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">USA<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2013, the Office of Science and Technology Policy (OSTP) directed research funding agencies to develop OA policies (subsequently developed by 22 agencies).<\/li>\r\n\t\t\t  <li>In 2022, OSTP issued immediate OA policy to be developed by the end of 2024 and implemented by 2025.<\/li>\r\n\t\t\t  <li>It proclaimed 2023 as the \u201cYear of Open Science.\u201d<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">Europe<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2018, an international consortium of research funders \u201ccOAlition S\u201d centered in Europe announced the \u201cPlan S\u201d initiative for complete and immediate OA of research outputs.<\/li>\r\n\t\t\t  <li>Announced Rights Retention Strategy to promote OA from 2021 onward and enable immediate publication of research outputs in repositories.<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">United Kingdom<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2013, Research Councils UK\u2019s (RCUK) OA policy mandated OA with embargo.<\/li>\r\n\t\t\t  <li>In 2021, UK Research and Innovation revised RCUK\u2019s OA policy to mandate immediate OA.<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">Italy<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li> In 2022, the Italian Ministry of Education, Universities and Research announced its National Plan for Open Access (NPOS), planning immediate OA for scientific publications (papers and monographs).<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">Germany<\/th>\r\n          <td>\r\n\t\t  <ul class=\"list\">\r\n\t\t\t  <li>In 2016, the Federal Ministry of Education and Research (BMBF) developed its \u201cOpen Access Strategy\u201d requiring immediate OA at publication or OA after embargo of a maximum 12 months.<\/li>\r\n\t\t\t  <li> In March 2016, Max Planck Digital Library established its \u201cOA2020\u201d initiative based on the Berlin Declaration to guide quick and academically oriented transition of academic journals to open access.<\/li>\r\n\t\t  <\/ul>\r\n\t  <\/td>\r\n        <\/tr>\r\n      <\/tbody>\r\n  <\/table>\r\n<\/div>\r\n<p class=\"text-end fs-7\">*Adapted from \u201cSurvey of International Trends in Open <th scope=\"row\" style=\"width: 15%\">July 2024<\/th>\r\n          <td>Cabinet Office \u201cBasic Policy for Achieving Immediate Open Access to Academic Papers\u201d and \u201cFAQ on Specific Measures for Implementing the Basic Policy for Achieving Immediate Open Access to Academic Papers\u201d<br>\r\n\t\t  Following an information session on the Basic Policy for Achieving Immediate Open Access to Academic Papers, the Cabinet Office compiled comprehensive guidelines and FAQs on implementation. The policy covers peer-reviewed academic papers published in electronic journals (including authors\u2019 final manuscripts) and their supporting data. Notably, the policy clarifies that institutional bulletins meeting peer-review criteria also fall under immediate open access requirements.<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">June 2024<\/th>\r\n          <td>Integrated Innovation Strategy 2024 (Cabinet Decision)<br>\r\n\t\t  Section \u201c2. Strengthening Research Capabilities that Pioneer Knowledge Frontiers and Create Value Sources,\u201d subsection \u201c(2) Enhancing Research Facilities\/Equipment and Promoting Open Science\u201d of the Strategy outlines policies for \u201cpromoting open access to academic papers\u201d and \u201cpromoting management and utilization of publicly funded research data.\u201d<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">March 2024<\/th>\r\n          <td>Ministry of Education, Culture, Sports, Science and Technology \u201cOpen Access Acceleration Project\u201d Call for Applications<br>\r\n\t\t \u21d2 NITech\u2019s proposal was selected for funding (July 2024)<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">February 2024<\/th>\r\n          <td><a href=\"about\/\">Basic Policy for Achieving Immediate Open Access to Academic Papers<\/a> (Decision by Integrated Innovation Strategy Promotion Council, February 16)<br>\r\n\t\t  <a href=\"https:\/\/www8.cao.go.jp\/cstp\/oa_240216.pdf\" target=\"_blank\">https:\/\/www8.cao.go.jp\/cstp\/oa_240216.pdf<\/a><br>\r\n\t\t  The policy mandates that the \u201crecipients of competitive research funding (including legal entities) subject to immediate open access requirements for new applications from FY2025 onward must upload their academic papers and supporting data to institutional repositories or other information infrastructure platforms immediately after journal publication.\u201d<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">May 2023<\/th>\r\n          <td>Integrated Innovation Strategy 2023<br>\r\n\t\t  Chapter 1, Section 1 (2) \u201cStrengthening Knowledge Foundation (Research Capabilities) and Human Resource Development\u201d outlines policies for \u201cpromoting open access to academic papers\u201d and stipulates that \u201cthe Japanese government will establish a Basic Policy for Achieving Immediate Open Access to Academic Papers from new competitive research funding applications starting FY2025.\u201d<br>\r\n\t\t  *Cabinet decision made on June 9, 2023, following the G7 Hiroshima Summit and G7 Sendai Science and Technology Ministers\u2019 Meeting in May 2023.<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">March 2021<\/th>\r\n          <td>Cabinet Office \u201c6th Science, Technology, and Innovation Basic Plan\u201d (Cabinet Decision)<br>\r\n\t\t  Following the \u201c5th Science and Technology Basic Plan,\u201d this plan continues to address \u201cPromotion of Open Science.\u201d The policy direction is detailed in \u201cChapter 2, Section 2.(2) Building New Research Systems (Promoting Open Science and Data-Driven Research).\u201d<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">April 2017<\/th>\r\n          <td>Launch of JST Basic Guidelines for Promoting Open Science in Research Output Management<br>\r\n\t\t  The Japan Science and Technology Agency (JST) established a policy requiring, in principle, open access for all research papers resulting from JST-funded research.<br>\r\n\t\t  The guidelines were revised in April 2022 to mandate appropriate storage and management of research data based on data management plans (DMPs) and to require, in principle, the publication of research data that serves as evidence for research papers.<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">March 2017<\/th>\r\n          <td>JSPS Policy on Open Access to Research Papers in JSPS Programs<br>\r\n\t\t  The Japan Society for the Promotion of Science (JSPS) mandated that research papers resulting from JSPS funding, including KAKENHI grants, should in principle be made open access using institutional repositories.<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">February 2016<\/th>\r\n          <td>Promoting Open Access to Academic Information (Summary of Deliberations)<br>\r\n\t\t  (MEXT Council for Science and Technology, Academic Information Committee)<br>\r\n\t\t  Outlined expectations for universities, including expanding institutional repositories as a foundation for Green OA, establishing and publishing open access policies.<\/td>\r\n        <\/tr>\r\n        <tr>\r\n          <th scope=\"row\">July 2012<\/th>\r\n          <td>Enhancement of Infrastructure for Strengthening International Dissemination of Academic Information<br>\r\n\t\t  (MEXT Council for Science and Technology, Academic Information Infrastructure Working Group)<br>\r\n\t\t  Specified the need to address \u201copen access to research outputs\u201d and positioned \u201cinstitutional repositories\u201d as an important means for achieving open access, calling for their development and
